Download Web Albums HD for Picasa and Google+ from the Apple App Store on your iPad. This is a premium app. The cost is charged to the credit card associated with your Apple ID.
Launch the app when it has finished downloading. Select 'Picasa Web Account' and enter your Picasa username and password.
